INSTRUCTIONS FOR THE DV-2025 DIVERSITY IMMIGRANT VISA PROGRAM – As taken from the official US State Department DV website:

The congressionally mandated Diversity Immigrant Visa Program is administered on an annual basis by the Department of State and conducted based on United States law, specifically Section 203(c) of the Immigration and Nationality Act (INA). This law provides for a class of immigrants known as ¢wdiversity immigrants,¡ü with visas made available to persons from countries with historically low rates of immigration to the United States. For fiscal year 2021, 50,000 diversity visas will be available.

The annual DV program makes visas available to persons meeting simple, but strict, eligibility requirements. A computer-generated, random drawing chooses selectees for DVs. The visas are distributed among six geographic regions, and within each region, no single country may receive more than seven percent of the available DVs in any one year. Visas are allocated to nationals of countries with historically lower rates of U.S. immigration. Nationals of countries who have sent more than 50,000 immigrants to the United States over the past five years are not eligible to apply for the Diversity Visa program.
The Department of State will only accept completed E-DV entry forms submitted electronically at www.dvlottery.state.gov during the registration period between noon, EDT (GMT-4), Tuesday, October 2, 2019, and noon, EDT (GMT-4), Saturday, November 3, 2019.

• All entries by an individual will be disqualified if more than ONE entry for that individual is received, regardless of who submitted the entry. You may prepare and submit your own entry or have someone submit the entry for you. There are NO COSTS or FEES to register for the DV Program.
• A registered entry that complies with submission instructions will result in a confirmation screen containing your name and a unique confirmation number. You must print this confirmation screen for your records using the print function of your web browser and ensure that you retain your confirmation number. Starting May 1, 2017, you will be able to check the status of your DV-2025 entry by returning to www.dvlottery.state.gov, clicking on Entrant Status Check, and entering your unique confirmation number and personal information. Entrant Status Check will be the sole means of informing you of your selection for DV-2025, providing instructions to you on how to proceed with your application, and notifying you of your appointment for your immigrant visa interview. Therefore, it is essential you retain your confirmation number.
• Paper entries are no longer accepted. The sole method for entry to the DV-2025 Program is through this electronic process.
• On your entry, you must list your spouse (husband or wife), and all living unmarried children under 21 years of age, regardless of whether or not they are living with you or intend to accompany or follow to join you should you immigrate to the United States, with the exception of children who are already U.S. citizens or Lawful Permanent Residents. A spouse or child who is already a U.S. citizen or a Lawful Permanent Resident will not require or be issued a DV visa. Failure to comply with this instruction can result in the disqualification of your entry.
• It is very important that you submit all required photographs. Your entry will be disqualified if you do not submit all the required photographs. Recent photographs of the following people must be submitted electronically with the E-DV entry form:
  – You
  – Your spouse
  – Each living unmarried child under 21 years of age at the time of your electronic entry, including all natural children as well as all legally adopted children and stepchildren, even if a child no longer resides with you or you do not intend for a child to immigrate under the DV program. You do not need to include a photograph for a spouse or child who is already a U.S. citizen or a Lawful Permanent Resident.
  Failure to submit the required photographs for your spouse and each child listed will result in an incomplete entry to the E-DV system. The entry will not be accepted and must be resubmitted. Group or family photographs will not be accepted; there must be a separate photograph for each family member.
  Failure to enter the correct photograph of each individual into the E-DV system may result in disqualification of the principal applicant and refusal of all visas associated with the case at the time of the visa interview. Entries are subject to disqualification and visa refusal for cases in which the photographs are not recent, show manipulation in any way, or fail to meet the specifications explained below.
  Instructions for Submitting a Digital Photograph (Image)
  A digital photograph (image) of you, your spouse, and each child must be submitted online with the E-DV entry form. The image file can be produced either by taking a new digital photograph or by scanning a photographic print with a digital scanner. The image file must adhere to the compositional and technical specifications listed below. Entrants may test their photos for suitability through the photo validation link on the e-DV website before submitting their entries. The photo validation provides additional technical advice on photo composition, along with examples of acceptable and unacceptable photos.
  Compositional Specifications: The submitted digital image must conform to the following compositional specifications or the entry will be disqualified.
  — Head Position
  o The person being photographed must directly face the camera.
  o The head of the person should not be tilted up, down, or to the side.
  o The head height or facial region size (measured from the top of the head, including the hair, to the bottom of the chin) must be between 50 percent and 69 percent of the image’s total height. The eye height (measured from the bottom of the image to the level of the eyes) should be between 56 percent and 69 percent of the image’s height.

  — Background
  o The person being photographed should be in front of a neutral, light-colored background.

  o Dark or patterned backgrounds are not acceptable.
  — Focus
  o The photograph must be in focus.
  — Decorative Items
  o Photographs in which the person being photographed is wearing sunglasses or other items that detract from the face will not be accepted.
  — Head Coverings and Hats
  o Photos of applicants wearing head coverings or hats are only acceptable if the head covering is worn for religious beliefs; even then, the head covering may not obscure any portion of the face of the applicant. Photographs of applicants with tribal or other headgear not specifically religious in nature will not be accepted; photographs of military, airline, or other personnel wearing hats will not be accepted.
  Color photographs in 24-bit color depth are required. Color photographs may be downloaded from a camera to a file in the computer or they may be scanned onto a computer. If you are using a scanner, the settings must be for True Color or 24-bit color mode. See the additional scanning requirements below.
  Technical Specifications
  The submitted digital photograph must conform to the following specifications or the system will automatically reject the E-DV entry form and notify the sender.

  The image must be in the Joint Photographic Experts Group (JPEG) format.
  — Image File Size:
  The maximum image file size is 240 kilobytes (240 KB).
  — Image Resolution and Dimensions:
  Minimum acceptable dimensions are 600 pixels (width) x 600 pixels (height). Image pixel dimensions must be in a square aspect ratio (meaning the height must be equal to the width).
  — Image Color Depth:
  Image must be in color (24 bits per pixel). 24-bit black and white or 8-bit images will not be accepted.
  — Scanning a Submitted Photograph. Before a photographic print is scanned, it must meet the compositional specifications listed above. If the photographic print meets the print color and compositional specifications, scan the print using the following scanner specifications:
  — Scanner Resolution:
  Scanned at a resolution of at least 300 dots per inch (dpi).
  — Image File Format:
  The image must be in the Joint Photographic Experts Group (JPEG) format.
  — Image File Size:
  The maximum image file size is 240 kilobytes (240 KB).
  — Image Resolution:
  600 by 600 pixels.
  — Image Color Depth:
  24-bit color. [Note that black and white, monochrome, or grayscale images will not be accepted.]

In the Terms of Use the following capitalized definitions are being used, singular as well as plural.

1.4. Terms of Use or User Agreement means this document as may be renewed, modified and/or amended from time to time.

1.5. 4. Modifications and Updates

4.1. USDVLotteryPortal has the right at any time and for any reason to modify or discontinue any aspect or feature of any of USDVLotteryPortal’s Websites or Services, including but not limited to its content, functionality, availability, or it’s pricing.

4.2. Without derogating form the above said, USDVLotteryPortal, at its sole discretion, reserves the right to add additional features or functions, or subtract or change such or to provide programming fixes, updates and upgrades, to any of USDVLotteryPortal’s Websites or Services. You acknowledge and agree that USDVLotteryPortal has no obligation to make available to you any subsequent or previous versions of any of USDVLotteryPortal’s Websites or Services.

5. Paid Services.

You acknowledge and agree that USDVLotteryPortal Organization is a private company and that any fee you pay is in return for the handling and submitting of your application and are designed to cover USDVLotteryPortal Organization costs and time. Payment of all fees and charges to USDVLotteryPortal Organization, if applicable, must be made by a valid credit or charge card and/or other forms of accepted payment as designated on the Website (hereinafter “Paid Services”). Such Paid Services are stipulated at USDVLotteryPortal’s Website. You acknowledge that USDVLotteryPortal may, at its sole discretion and without prior notice, condition the use (of all users or a group of users or your use specifically) of any part or all the of its Websites or Services, to include payments, to exclude payments, change or modify such Paid Services, turn unpaid services or Websites (or any part thereof) into Paid Services, and vice versa. Any and all terms and condition in the Terms of Use, including without limitation, any limitations or disclaimers of liability or of warranty, shall apply to the Paid Services, except if explicitly stated to the contrary in the Terms of Use or in any additional terms and conditions brought to your attention prior to such payments.

Subject to the terms and conditions of the Terms of Use including, without limitation, the payment of the fee, a user can use the Service to prepare a Green Card Lottery application. The Service may be used only for its intended purpose, and may not be used to prepare immigration forms, supporting documents or letters on a professional basis.

6. Transactions, Payment Fraud and Collection.

The user of the Service is fully responsible for paying all monies owed to USDVLotteryPortal. User agree that he will not make or attempt to make any charge-backs, and/or deny or reverse any payment that he has made and will reimburse USDVLotteryPortal for any charge-backs, denial or reversal of payments he make and any loss suffered by USDVLotteryPortal as a consequence thereof. USDVLotteryPortal may, at its sole discretion, cease to provide the Services to certain users or to users paying with certain credit cards.

USDVLotteryPortal reserve the right to perform credit checks on all users with a third party credit agencies, on the basis of the information provided to us on application or by you in any other manner.

USDVLotteryPortal reserve the right to use a third party electronic payment processors and/or financial institutions to process payments made by you in connection with your use of the Services.

In any case of suspected or fraudulent payment, including use of stolen credit cards, or any other fraudulent activity (including any charge-back or other reversal of a payment), USDVLotteryPortal reserve the right to block a user’s account and reverse any refund made, if any. USDVLotteryPortal shall be entitled to inform any relevant authorities or entities (including credit reference agencies) of any payment fraud or otherwise unlawful activity, and may employ collection services to recover payments.

7. Privacy Policy Subject to the terms and conditions of the Privacy Policy

USDVLotteryPortal shall not be liable for any such disruptions, delays or other omissions in any communication experienced when using the Software, Websites and Services, even if such was incurred by or due to USDVLotteryPortal.

8.2. USDVLotteryPortal shall not be responsible or held liable for any disturbances or malfunctions that any of USDVLotteryPortal’s Websites or Services may cause to any other software or application, or to any computer hardware system or any part thereof, including any information or data contained in such.

8.3. USDVLotteryPortal may suspend any of USDVLotteryPortal’s Websites or Services, including Paid Services, or any parts thereof, for maintenance work, updates or for any other reason, or terminate any of such Websites or Services, all at its sole discretion, without any prior notice. USDVLotteryPortal shall not be liable or responsible with respect to or in connection with, such suspension or termination.

8.4. USDVLotteryPortal’s Websites and Services may include a pre-release beta version of its Websites and Services which may be incomplete and may contain inaccuracies or errors that could cause failures or loss of data.

9. No guarantee of winning.

9.1. You understand that the Lottery Visa Program is a lottery and therefore there is no guarantee of winning. All applications submitted, as well as applications submitted through the Service, receive an equal opportunity. As far as we know, a governmental computer will randomly select eligible entrants.

9.2. USDVLotteryPortal Organization is not involved in any way in the selection of winners. Choosing USDVLotteryPortal Organization Service does not guarantee a better or expedited handling. In this respect it is very important you note that internet users often receive emails from third parties imposing to be the United States Government or USDVLotteryPortal, telling them they won the DV Lottery. If you receive such message, we urge you not to make any payment of any kind before verifying the matter with a USDVLotteryPortal authorized representative, as these massages are fraud!!!

9.3. Applications submitted after the USDVLotteryPortal Organization submission period will automatically be processed for the next lottery.

10. No Responsibility of Content.

10.1. USDVLotteryPortal and any of its owners, subsidiaries, divisions, affiliates, officers, directors, employees, agents, representatives, suppliers or licensors make no representations or warranties of any kind, expressed or implied, as to the operation of any of USDVLotteryPortal’s Websites or Services or the information, content, materials, products or services included on or otherwise made available to you through such Websites or Services. Subject to the terms and conditions of the Privacy Statement any communication or material you post or transmit to the Service and/or the Site will be treated as non-confidential and non-proprietary. You assume full responsibility for anything you post or transmit, and you grant USDVLotteryPortal Organization the right to edit, copy, publish and distribute any information or content you post or transmit for any purpose, including but not limited to registration for the Green Card Lottery program.If you object to your Information being used in this manner please do not register.

10.3. In this respect you should be aware that if you voluntarily disclose personal information (e.g. user name, email address) on a bulletin board, chat room or on any other user or member generated pages, that information can be collected and used by others and may result in unsolicited messages from other parties.
10.4. The Service and the Site may include bulletin boards, chat rooms and other user and member created pages which allow you and other users and members to post information, provide feedback to USDVLotteryPortal Organization, and interact in real-time. You agree not to post or transmit any unlawful, harmful, threatening, abusive, harassing, defamatory, vulgar, obscene, profane, hateful, racially, ethnically or otherwise objectionable material of any kind, including, but not limited to, any material which encourages conduct that would constitute a criminal offense, violate the rights of others, or otherwise violate any applicable local, state, national or international law. You will be responsible for, and indemnify and hold harmless USDVLotteryPortal Organization against any claim arising from any material that you post or transmit. Although USDVLotteryPortal Organization and its affiliates may from time to time monitor or review discussions, chats, postings, transmissions, bulletin boards and other user and member generated content on the Site, USDVLotteryPortal Organization is under no obligation to do so.

10.5. You acknowledge that USDVLotteryPortal Organization and its affiliates do not control the information available on the bulletin boards, chat rooms and other user and member generated pages and that any opinions, advice, statements, services, offers or other information or content presented or disseminated on any bulletin board, chat room or on any other user or member generated pages are those of their respective authors who are solely liable for their content. USDVLotteryPortal Organization reserve the right, in its sole discretion, to edit, refuse to post or remove any material submitted to or posted on the chat rooms, bulletin boards or on any other user or member generated pages.

11. Lawful purposes.

You acknowledge and agree to use any of USDVLotteryPortal’s Websites or Services solely for lawful purposes. In this respect you may not, without limitation (a) intercept or monitor, damage or modify any communication which is not intended for you, (b) use any type of spider, virus, worm, Trojan-Horse, time bomb or any other codes or instructions that are designed to distort, delete, damage or disassemble any of USDVLotteryPortal’s Websites or Services or the communication, (c) send any unsolicited commercial communication not permitted by applicable law, or (d) expose any other user to material which is offensive, harmful to minors, indecent, unlawful, threatening, abusive, harassing, defamatory, vulgar, obscene, profane,hateful, racially, ethnically or otherwise objectionable material of any kind, including, but not limited to, any material which encourages conduct that would constitute a criminal offense, violate the rights of others, or otherwise violate any applicable local, state, national or international law or otherwise objectionable.

Further, you declare that the source of funds used by you to receive the Services and/or used through the Website is not illegal and that you will not use the Services and/or the Websites in any way as a money transfer system. You will not use the Services and/or the Websites for any unlawful or fraudulent activity or prohibited transaction (including money laundering) under any law.

You will be responsible for, and indemnify and hold harmless USDVLotteryPortal against any claim arising from any material that you post or transmit.

12. Registration as a world wide standard, IP addresses are allocated according to states or areas.

During registration, USDVLotteryPortal may utilize such allocation to identify the area you are calling and/or connecting from (this is made without personally identifying you). Any use of any of USDVLotteryPortal’s Websites or Services must be made from the area you have registered from, you may not, by any means, cause USDVLotteryPortal to misidentify the area you are registering from (including without limitation by the use of proxy or any other software or service). You acknowledge and agree that not complying with such terms may cause USDVLotteryPortal to be in violation of or non compliance with any applicable law for which you shall be fully responsible for.

13. Fees & Refund Policy.

The United States Government does not have a fee for entering the DV Lottery. However, if the United States Government does decide in the future to impose any new registration fees, of any kind, for entering the DV Lottery, such fee will be paid by you. Please note, that fees charged by USDVLotteryPortal consist of handling fees only, and do not include any official or Governmental registration fees, which as set forth above, will be paid solely by you and at your responsibility. Fees paid to USDVLotteryPortal for Services are, in any event (including in the event a client has decided not pay a Governmental registration fee (if imposed)), non-refundable. 14. Security USDVLotteryPortal Organization and the Site take every precaution to protect users’ information.
